WAIST: Using a measuring tape, measure the smallest part of your waist, not too snug, not too loose.
INSEAM: Measure straight down the inside leg from the crotch to the ankle.
Forest Service Spec 5100-92M, sizes that are issued to employees that fall into the range of our alpha size. If your size issued does not match the size in the waist range column, size down if you fall on the smaller side of the waist range. For example, if you are issued a 36-40, and your waist measures 36 or 37, size down to Medium from size Large.
Garment measures the larger # in the range and can be cinched down to the smaller # in the range. If your waist measures at the meeting point of two sizes, choose the larger size
